Project STOP

We are happy to announce Project STOP ("STop the Overpopulation of Pets"), formerly known as Project PAL (Prevent a Litter). Low-income pet guardians on public assistance will be eligible to have their pets spayed or neutered for a $10 per pet donation. The PetCo Foundation recently awarded Dreampower a grant specifically to support this program, so funding is available.

Project STOP supports Dreampower's mission to reduce pet overpopulation through spaying and neutering every dog and cat prior to adoption, and by educating the public to the importance of altering their pets.

You may qualify for assistance if one of the following exists for you and you can provide documentation that you are:

  • Living on Social Security as your sole income
  • Receiving Social Security disability payments
  • Qualified Aid to the Needy Disabled
  • Qualified for Old-Age Pension
  • Qualified for LEAP
  • Receiving unemployment compensation
  • Receiving food stamps
  • Receiving AFDC (Aid for Families with Dependent Children)
  • Receiving other governmental assistance based on need

To apply for assistance, print and mail the following application:

  • PAL Application as Adobe PDF (requires Adobe Reader)

    Pet Owners who wish to participate in Project PAL must apply and be qualified by Dreampower Animal Rescue. After an application is approved a spay/neuter voucher is provided to the pet owner along with a list of veterinarians who will honor the voucher. The applicant calls a veterinarian directly from the list to schedule an appointment.

    • In 7 years, 1 female cat and its young can produce 420,000 cats.
    • 70,000 puppies and kittens are born every day in the USA alone. Compared to only 10,000 human births, it is clear that there will never be enough homes for all these pets.
    • Almost 8 million pets are euthanized each year because there are no homes for them.

    Letting your pet have just 1 litter does cause pet overpopulation.

    • Spaying eliminates the possibility of uterine or ovarian cancer.
    • Spaying before the first heat cycle greatly reduces the chance of breast cancer.
    • Neutering reduces the incidence of prostate cancer and disorders.

      Think its okay because your pet is a purebreed? So is 1 out of 4 animals brought to shelters. There are simply too many cats and dogs - mixed and purebred.
